Saint Petersburg (Russian: Санкт-Петербург, tr. Sankt-Peterburg, IPA: [ˈsankt pʲɪtʲɪrˈburk] (listen)), formerly known as Petrograd (1914–1924) and later Leningrad (1924–1991), is the second-largest city in Russia. The city is situated on the Neva River, at the head of the Gulf of Finland on the Baltic Sea, with a population of roughly 5.4 million residents. It is the fourth-most populous city in Europe, the most populous city on the Baltic Sea, as well as the world's northernmost city with over 1 million residents. As an important Russian port on the Baltic Sea, it is governed as a federal city. The city was founded by Tsar Peter the Great on 27 May 1703 on the site of a captured Swedish fortress, and was named after apostle Saint Peter. Saint Petersburg is historically and culturally associated with the birth of the Russian Empire and Russia's entry into modern history as a European great power. It served as a capital of the Tsardom of Russia and the subsequent Russian Empire from 1713 to 1918 (being replaced by Moscow for a short period of time between 1728 and 1730).

In modern times, the city has the nickname of the "Northern Capital" and serves as a home to some federal government bodies such as the Constitutional Court of Russia and the Heraldic Council of the President of the Russian Federation. It is also a seat for the National Library of Russia and a planned location for the Supreme Court of Russia, as well as the home to the headquarters of the Russian Navy, and the Western Military District of the Russian Armed Forces. The Historic Centre of Saint Petersburg and Related Groups of Monuments constitute a UNESCO World Heritage Site. Saint Petersburg is home to the Hermitage, one of the largest art museums in the world, the Lakhta Center, the tallest skyscraper in Europe, and was one of the host cities of the 2018 FIFA World Cup.

Baltimore ( BAWL-tim-or, locally: ) is the most populous city in the U.S. state of Maryland, as well as the 30th most populous city in the United States, with a population of 593,490 in 2019. Baltimore is the largest independent city in the country and was designated as such by the Constitution of Maryland in 1851. As of 2017, the population of the Baltimore metropolitan area was estimated to be just under 2.802 million, making it the 21st largest metropolitan area in the country. Baltimore is located about 40 miles (64 km) northeast of Washington, D.C., making it a principal city in the Washington–Baltimore combined statistical area (CSA), the fourth-largest CSA in the nation, with a calculated 2018 population of 9,797,063.Prior to European colonization, the Baltimore region was home to the Susquehannock Native Americans. The Baltimore and Ohio Railroad, the oldest railroad in the United States, was built in 1830 and cemented Baltimore's status as a major transportation hub, giving producers in the Midwest and Appalachia access to the city's port.

Baltimore's Inner Harbor was once the second leading port of entry for immigrants to the United States. In addition, Baltimore was a major manufacturing center. After a decline in major manufacturing, heavy industry, and restructuring of the rail industry, Baltimore has shifted to a service-oriented economy. Johns Hopkins Hospital and Johns Hopkins University are the city's top two employers. Baltimore and its surrounding region are home to the headquarters of a number of major organizations and government agencies, including the NAACP, ABET, the National Federation of the Blind, the Centers for Medicare & Medicaid Services, and the Social Security Administration. With hundreds of identified districts, Baltimore has been dubbed a "city of neighborhoods." Many of Baltimore's neighborhoods have rich histories: the city is home to some of the earliest National Register Historic Districts in the nation, including Fell's Point, Federal Hill, and Mount Vernon. These were added to the National Register between 1969 and 1971, soon after historic preservation legislation was passed. Baltimore has more public statues and monuments per capita than any other city in the country. Nearly one third of the city's buildings (over 65,000) are designated as historic in the National Register, which is more than any other U.S. city.
