Muscat (Arabic: مَسْقَط, Masqaṭ pronounced [ˈmasqatˤ]) is the capital city and is the most populated city in Oman. It is the seat of the Governorate of Muscat. According to the National Centre for Statistics and Information (NCSI), the total population of Muscat Governorate was 1.4 million as of September 2018. The metropolitan area spans approximately 3,500 km2 (1,400 sq mi) and includes six provinces called wilayat. Known since the early 1st century AD as an important trading port between the west and the east, Muscat was ruled by various indigenous tribes as well as foreign powers such as the Persians, the Portuguese Empire, the Iberian Union and the Ottoman Empire at various points in its history. A regional military power in the 18th century, Muscat's influence extended as far as East Africa and Zanzibar. As an important port-town in the Gulf of Oman, Muscat attracted foreign tradesmen and settlers such as the Persians and the Balochis.

Vitoria-Gasteiz (; Spanish: [βiˈtoɾja]; Basque: [ɡas̺teis̻]) is the seat of government and the capital city of the Basque Country and of the province of Araba/Álava in northern Spain. It holds the autonomous community's House of Parliament, the headquarters of the Government, and the Lehendakari's (Prime Minister's) official residency. The municipality—which comprises not only the city but also the mainly agricultural lands of 63 villages around—is the largest in the Basque Country, with a total area of 276.81 square kilometres (106.88 sq mi), and it has a population of 252,571 (May 2019). The dwellers of Vitoria-Gasteiz are called vitorianos or gasteiztarrak, while traditionally they are dubbed babazorros (Basque for 'bean sacks').
Vitoria-Gasteiz is a multicultural city with strengths in healthcare, aeronautics, vehicle industry, and gastronomy. It is consistently ranked as one of the 5 best places to live in Spain, it is the first Spanish municipality to be awarded the title of European Green Capital (in 2012) and it has been also recognized by the UN with the Global Green City Award (in 2019). The old town has some of the best preserved medieval streets and plazas in the region and it is one of very few cities with two cathedrals.
